I believe that I may have been misunderstood--the problem is not with the *source* tarball,
which is this:
http://www.apache.org/dyn/closer.cgi/flex/4.13.0/apache-flex-sdk-4.13.0-src.tar.gz
The problem is with the *binary* tarball, which is this:
http://www.apache.org/dyn/closer.cgi/flex/4.13.0/binaries/apache-flex-sdk-4.13.0-bin.tar.gz

The Flex site recommends that Linux users download the *binary* tarball and follow the installation
instructions there, rather than the *source* tarball.  However, if they do so, they will not
find the build.xml file in the untarred directory.  The workaround that I used was to download
the source tarball as well and copy the the build.xml file from there to the untarred binary
directory.

This seems to me to be most likely an accidental omission, and probably easy to fix--just
add the build.xml from the *source* tarball to the *binary* tarball on the download site?
 This assumes that both use the same build.xml, which seemed to work for me.
