I finally found out what's the problem. In the Flex SDK, there are actually two instances
of WebService component. One is imported from mx.rpc.soap.WebService,  the other is from mx.rpc.soap.mxml.WebService,
the latter is working. Please rectify this as it will mislead users. Thanks
