More testing.  Weird results:

try the following:
- change [HostComponent("spark.components.Button")] to [HostComponent("spark.components.SkinnableContainer")]
(and add "normal" state)
=> error disappear. Why ?

- change back to [HostComponent("spark.components.Button")], and remove "normal" state
=> error does not reappear again.

Looks like a bug in the compiler and/or in Flashbuilder.
