I would recommend making a very simple test in an ActionScript-only project that just calls
navigateToURL to eliminate any potential side effects from Flex code.
The first variation I would try is to not call encodeURIComponent on groupSmsString, but rather,
call it on each phone number so the comma doesn't get encoded.
