Alex Harui resolved FLEX-33587.
-------------------------------

    Resolution: Invalid
      Assignee: Alex Harui

This is an issue with the Adobe AIR runtime, not with code under control of Apache Flex.
I've run into this myself. Some FTP servers never complain, some complain some of the time.
I found that when simply trying again it would work, so I built in an automatic retry and
got better reliability.
