Issue is in updateDisplayList in BitmapImage.as

case BitmapFillMode.REPEAT:
    repeatBitmap = true;

It should set fillScaleX and fillScaleY like BitmapFillMode.SCALE does.

Looks like there's also issue with BitmapFillMode.CLIP.
