I don't think any of our committers know Arabic well enough to review.  If you want to donate
a locale, I think you have to:

1) Fill out an ICLA http://www.apache.org/licenses/icla.txt
2) Add the .properties files to JIRA issue

I suppose we could try reviewing it by seeing if a BabelFish service can translate it to English
just to make sure there are no obvious issues.

And if you continue to provide updates to the locale via JIRA, we will explore the possibility
of making you a committer so you can directly make changes to the files in SVN.
