Sorry to chime in late (and top-post), but I want to make sure we are doing
the right thing and that Bertrand is truly comfortable with his vote.  I've
had trouble following this thread because I couldn't understand the

The InstallApacheFlex app produced by compiling the source distribution does
download stuff to the user's computer.  It is not just re-arranging stuff
that is already on the user's computer.  I do not agree with Nick's
definition of "install".  Many installers just download stuff and wait for
you to run it.  Yes some installers inject stuff into the OS that starts
running without user action, but most application installers do not, IMO.

I am unclear what level of granularity Bertrand is concerned about.  The
InstallApacheFlex app certainly offers you the choice about four of the
packages that will be downloaded as you have to accept the licensing, but we
are not calling out the individual files in those packages.

I think there are other packages that are downloaded without warning.  The
first, of course, is the binary distribution of Apache Flex 4.8.0, but I
think that is implied by running this app in the first place.

But is the installer also downloading, for example, SWFObject, which has a
compatible MIT license?  I had forgotten about that when I was reviewing the
