To over-simplify: by doing your work publicly.

If you have a feature you want to implement (generics, for example),
bring it up on the mailing list. Get some discussion started. Create a
Jira issue and start writing some patches. If several people are
interested you can do it collaboratively, possibly eventually becoming
a committer and doing it in the svn repo. If no one else is interested
then you do it yourself, but in the open. If it develops into a
worthwhile feature that others see the value in, it (and probably you)
will become part of the project.
