Hi David,

The best place to put spec comments is via the official OSGi feedback
mechanism, as described at the bottom of [1].
Basically by creating a bug in the following issue tracker:
https://www.osgi.org/bugzilla/enter_bug.cgi?product=3DOSGi%20Specification
