You can also workaround the issue with the following YAML config:

  - groupId: 'org.apache.felix'
    artifactId: 'maven-bundle-plugin'
    version: '2.5.4'
    extensions: true
    configuration:
      archive:
        addMavenDescriptor: false
{code}
since the plugin respects a subset of the maven archiver configuration
