This information would be incorrect. It would be a valid to say that in order for a Declarative
Services descriptor to be interpreted when the containing bundle is deployed, an implementation
of the Declarative Services must also be deployed (although this is a bit of a tautology -
for DS to work, DS must work) and Felix SCR is an example of such an implementation. But there's
nothing about the Maven SCR Plugin which requires Felix SCR specificially.

add a note where it says that "org.apache.felix.scr.jar" should be added as a bundle to the
felix runtime.
