    Resolution: Fixed

Implemented with test in r1560874.

Discussion on the CPEG indicates that this is indeed intended to apply to all namespaces,
not just 1.3.  The spec is likely to explicitly reserve property names starting with a <refname>
to avoid any potential similar name collisions.
