My guess would be you need to do what we did namely, combine the security provider with the
framework. The launcher test never really liked it that we have a separate bundle :-)

Have a look at our ct launcher in richards sandbox:

http://svn.apache.org/repos/asf/felix/sandbox/rickhall/ct-launcher/

it combines the security provider with the framework so that the resulting felix.jar can be
run standalone. We did this specifically to be able to pass the launch.secure ct.
