This is somewhat outside of the scope of the bundleplugin - it's primary job is generation
of OSGi metadata (using the bnd library) rather than controlling the overall compilation classpath
of the project. You might want to look at Maven Tycho (http://eclipse.org/tycho/) which does
provide a compilation classpath with strict OSGi rules (and has to hook into Maven at the
low-level to do so).

In both cases the JAR is added to the classpath and the OSGi manifest is not considered for
the Maven compile and test classpath. Would it be possible to let Maven already consider the
export-packages section of the manifest within its own classpaths?
