Solved.
mvn verbose output mentioned about target/rat.txt and that file 
mentioned about a couple of files as shown below:

2 Unknown Licenses

*******************************

Unapproved licenses:

src/main/java/org/apache/felix/framework/BundleProtectionDomain.java.rej
   src/main/java/org/apache/felix/framework/Felix.java.rej

These two files were created by patch command when I had applied a patch 
in a wrong module and I had not removed them. After removing these 
files, I am able to build.
