I think the problem is related to the bundle plugin actually picking up the resource from
src/main/resources instead of from target/classes where the resources are placed.

As a workaround you can configure maven copy the resources into a special location, e.g. target/resources,
and the instruct the bundle plugin to pick them up from there using the <Include-Resource>
directive.
