I have run into the same problem.  The problem involves fragments that can't be resolved,
while bundles that do actually import packages from those fragments are actually incorrectly

So I have 
# Bundle A
# Bundle B is a fragment attached to Bundle A, but it does import package that can't be resolved
# Bundle C imports package provided by Bundle B

When I start the framework, Bundle A and Bundle C are active (though Bundle C should not be
I then refresh bundles A, B, C.  Bundle C is back in Installed stated. 
Then I start Bundle C, and I end up with that NPE.
