The documentation [1] says:
felix.fileinstall.noInitialDelay 	false 	Determines if File Install waits felix.fileinstall.poll
milliseconds before doing an initial scan or not.

But, the code in DirectoryWatcher.java shows that watcher thread scans as soon as it gets
to run: 
    public void run()
        if (!noInitialDelay)

        while (!interrupted())
                    Set/*<File>*/ files = scanner.scan(false);
