If this property is set to false (default), File Install will, when started, first wait for the amount of milliseconds specified in 'felix.fileinstall.poll' (the poll interval) before starting to install bundles. By setting this property to true, you indicate that you do not want File Install to wait, but instead want it to start installing bundles immediately.
