It's up to your HttpContext implementation to deal with resource
loading of static resource.

One possible way is to pass a bundle reference when you call
HttpContext.getResource() with resource url prefix such as
bundle:15:/foo/bar.html, then your HttpContext implementation will
know where to get the resource.
