Currently, I don't believe the framework is checking the execution environment. The checking
part would be easy, we just need to know the current execution environment. It would be best
if we could automatically detect that from existing system properties, but I am not sure if
there is a cross-platform way of doing that. Otherwise, we could add some configuration properties
that allow people to set capabilities for the system bundle.
