Yes, you are in the correct place.

Although we are planning to deal with this issue in a fashion similar to Equinox (i.e., replace
the factory using reflection if it is already set), we have not yet finalized this.

The only work around for the time being is to turn of the URL Handlers service by adding the
following property to the conf/config.properties file (or passing it into the Felix.start()
