I have committed an initial attempt for steps (2) and (3).

I have ran the changes against the TCK and see that we are passing all but three of the tests
in the test.framework.classloading test suite, where we were previously failing 16...of course,
I would take this with a grain of salt, since this test suite is not necessarily a thorough
test of require-bundle functionality.

One major piece of functionality still needs to be implemented: currently, all bundle dependencies
are treated as "re-export"...the algorithm needs to be changed to support private bundle dependencies.
Optional bundle dependencies are also not currently implemented.

There are probably many smaller things that need to be implemented yet too, so expect issues
if you try to use it.
