I think this was a good attempt and I was actually able to get it to work with some minor
modifications.

However, two things jump out at me:

1. It appears that the code is using the class loader of the Felix.class instead of the class
loader of the bundle to load the resources.

2. Although I think point (1) is moot, since the spec states that the class loader shouldn't
be used to search for localization entries. I take this to mean that we have to implement
our own form of "ResourceBundle" that probes the bundle content directly, probably using our
IContentLoader abstraction...

So, if we can replace the built-in probing with our own code that does it without using class
loaders, then I think the solution is about right.

I agree too, that we should probably consider caching localized results.
