The bnd program is a jar that is ALSO an Eclipse plugin ... When you
drop it in the Eclipse plugins directory it registers a menu entry for
bnd and jar files.

A bundle is a plugin so, yes, you can build plugins for Eclipse with
maven or bnd standalone.
