The approach I have in mind is somewhat different:

The bundle containing Jetty publishes a WAR service that allows you to:
* specify a context and an input stream to deploy a WAR
* specify a context to undeploy a WAR

A WAR can then be wrapped in a bundle that registers this WAR with the service.
