Determine proper version numbers for bundles

Currently, many of the bundles are using the framework version (or the parent project version)
as their own version. A public release of Felix will be labeled according to the framework
version, I assume. This first public release will be version 0.8.0. However, bundles will
version independently of the framework and may not share this version number. Even if they
can use this version number for now, they will most likely not continue to version in lock
step with the framework in the future, so each bundle subproject should start using an appropriate
version number for the state/stabiliity of the bundle itself.

For the shell-related bundles (e.g., shell, shelltui, shellgui, shellguiplugin, and bundlerepository),
I will probably let them version with the framework for until the 1.0.0 release, at which
point they will start to version independently.
