URL Handlers now searches for built-in stream and content handlers. It looks into a default
package (sun.net.www.protocol and sun.net.www.content, respectively) as well as the list of
packages specified in a property (java.protocol.handler.pkgs and java.content.handler.pkgs,
respectively). Some minor changes are needed, such as using doPrivileged() to perform a few
commands, so this issue will remain open.
