While looking at the files, the README.txt for import/export (examples/entity/importexport/README.txt)
 does not have the Apache headers.  I would suggest we fix this if we are doing another RC.
  This escaped RAT check because we ignore all .txt files

    Please comment if you have any suggestions or feedback. Until we have the
    tool ready, please hold-off on validation of RC1
