Taking the inspiration from [~sepreece]'s suggestion, here is what I propose to do:
While merging a pull request, the JIRA classification will be updated as part of Commit message,
as follows:
{verbose}
Which pull request would you like to merge? (e.g. 34): 26
Enter the classification for JIRA FALCON-1794 [Improvement]: 
I've re-written the title as follows to match the standard format:
Original: FALCON-1794:Behaviour mismatch in running Api when scheduled on nativ…
Modified: FALCON-1794 [Improvement] Behaviour mismatch in running Api when scheduled on nativ…
Would you like to use the modified title? (y/n): y
Using modified title:
FALCON-1794 [Improvement] Behaviour mismatch in running Api when scheduled on nativ…

This information can then be used to automatically generate CHANGES.txt during a release (script
that uses git log and commit messages).
