1) Personally, I think we shouldn't enforce a certain set of permission. Let the user use
decide the ACL of the file. We should only check if Falcon can read the file.

2) I agree with [~ajayyadava] here. There should only be one way of specifying it, else it
can be confusing. Also, it add complexity - What if user specifies both the options, then,
which one takes precedence?

We need to add more secureness by removing password properties from startup props and also
made this Statestore supports Mysql as well.
