I think this still needs to be addressed as it causes a lot of confusion for users as is evident
in FALCON-75 & FALCON-911. The delete operation can be successful even when the entity
doesn't exist to ensure idempotent behaviour but the message can be modified to inform the
user that the entity didn't exist.
