Hi,

I think, we should not take this property from cluster definition, as a cluster definition
is currently shared by multiple feed groups/process groups.
Some processes/feeds might still be interested in listening to JMS notification.

So I would prefer this property to be set in Feed/Process definition instead.
ex: falcon.disable.user.notification=false

With this even we can retrospectively fix feeds/process just with touch command.
