This is the expected behaviour and documented in Falcon change. With the old approach, the
usual use-case was user's workflow use to pass but succeeded-postprocessing use to fail, promoting
the user to rerun the workflow.

With the default behaviour, it would rerun the user's workflow which most to the time is costly
(M/R cost) and not desired.

If the requirement is to rerun all the actions, then it could be still done via passing the
property rerun falied nodes.
