It's weird, in the bin/service-start.sh, we check if the PID doesn't already exist and if
the process is not there:

if [ -f $FALCON_PID_FILE ]; then
  if kill -0 `cat $FALCON_PID_FILE` > /dev/null 2>&1; then
    echo $APP_TYPE running as process `cat $FALCON_PID_FILE`.  Stop it first.
    exit 1
  fi
fi

I try to reproduce your issue and fix that.
