Workflow builder is used by concrete workflow engine implementations. So, workflow builder
will be workflow engine specific. Else, EntityManager should build the workflow and then call
schedule on the workflow engine. Any mismatch between the workflow builder and workflow engine
will create issues. Its better that workflow engine builds its own workflow.
