The expectation is that the application reads the old properties before the reload and reads
the new properties after the reload. But with the current implementation, in the time window
of when the properties are cleared to when the properties are reloaded, there will not be
any properties and the system will not behave as expected. We need to fix this. 

Worst is what happens if the reload fails. Atleast we should fall back to old properties in
this case.
