Its BSD license and there is a comment in the file.

in static data?
Its an identity script and its quite simple. Not sure why it needs to be reused. If there
is enough interest then, they could raise another jira and modify it. 

bq. If for any reason, if anyone has to modify the testcase and change the input data set,
its difficult to change the static data. Its easier to just change the code which generates
test data.
It does not concern this issue and they could change this behavior. I do not foresee anyone
reusing this data file at this point.
