After taking some help with [~sriksun], I'm able to go past this. I think I blindly followed
the instructions and ran package script which nukes the tar file.

Patch overall looks awesome. Some minor nits, mostly in documentation:

* -bash: src/bin/OOZIE-674.sh: Permission denied
Verify if the umask is 755

* src/bin/package.sh
-bash: src/bin/package.sh: Permission denied
Verify if the umask is 755

* src/bin/package.sh 
Usage src/bin/package.sh <<hadoop-version>>
docs need to be updated with the hadoop-version as an arg

* Documentation for *Preparing oozie bundle for use with Falcon* should come after *Installing
& running Falcon*
this will nuke falcon-tar

* Docs for starting falcon
