This bug seems a pretty good indication that EXLBR-19 is not fixed. If it were, the attempt
to access a non-existent page on localhost (or any host with a working httpd) would have left
m_exists==false. I'm not convinced that content length is the right test. Somebody who knows
more about HTTPURLConnections should weigh in here.

This is my first attempt to build from the svn tree, earlier attempts to build from source
tarballs were completely unsuccessful.
