I found,

comment out this line as follows:

//import TimeHelpers.intToTimeSpanBuilder

and use

LiftRules
            .noticesAutoFadeOut
            .default
            .set(Vendor((noticeType:NoticeType.Value) => Full((1 seconds, 2 
seconds))))


It compiles/builds successfully.

Don't know if it gets you what you want !!

Don't know if it's related...but teh API tests ran very slow after the 
change.

I could execute add new pool on the web ui.
