You should post a tally of the results, indicating how many +1's came
from the IMPC.  If you've already done that, great.

The release directory on people.apache.org is

/x1/www/www.apache.org/dist/incubator/esme.

You need to copy the files over to there (probably stripping the RC moniker).
You can use scp or rsync for that.  Yes you need to use your apache id, but
you don't need a password if you've set up ssh keys on people.apache.org.
Give the mirrors 24 hours to sync before announcing the availability of the
release.  During that time period you could update the esme website accordingly.
