On vacation right now (I know, sad that I'm responding to this :-) but ...
I haven't looked at the code you attached but I'll note there's at least one existing test
for this:  FileStreamsTextFileWriterTest.testWriterWatcherReader().  
There's also a sample that works.  See java8/scripts/connectors/file/README.
Also read the FileStreams.directoryWatcher javadoc for caveats about MacOS (maybe others?).
Do those things add any clarity?
