I got also the same error when trying to connect directly through JDBC with the URL "jdbc:drill:drillbit=localhost".

After some search and try, I found that the problem was related with this issue:

I performed as advised:
mkdir %userprofile%\drill
mkdir %userprofile%\drill\udf
mkdir %userprofile%\drill\udf\registry
mkdir %userprofile%\drill\udf\tmp
mkdir %userprofile%\drill\udf\staging
takeown /R /F %userprofile%\drill 

And my error was gone.

Work on version 1.10.0
