The properties in drill-override.conf are hierarchical. Since you are already inside drill.exec,
you don't include it in the key. So it should be like this:

drill.exec: {
  cluster-id: "drillbits1",
  zk.connect: "localhost:2181",
  sys.store.provider.local.path = "/home/dev/abc"
}
