Regarding testing,  the reason that existing unit tests did not detect the problem was that
partition pruning tests where partition column is varchar were doing a CTAS operation as part
of the test, so the files were newly created.   
Regarding functional tests, I believe [~rkins] was in the process of adding them to the test
framework but unfortunately did not make it in time for the 1.3 release.
