The updated patch rebased over Jacques' work on DRILL-358 is available in my private branch.

As per your suggestion of using an inclusion pattern instead of exclusion, unfortunately,
javadoc tool and in turn the maven-javadoc-plugin only supports exclusion patters for packages,
so we'll have to be careful when new non-public packages are added to the jdbc module.
