One comment here.  Just like we have to determine that we have to be able to read a file before
we execute a query/view.  I think the same should be true for DROP TABLE.  This should help
avoid rm -rf of the root directory of a file system.  

This means that corrupted tables wouldn't be able to be dropped.  In those situations, I would
suggest that maybe we have an enhanced command.  DROP TABLE WITH ABANDON or similar.

Lastly, once we add this functionality, it would be nice to add CREATE OR REPLACE TABLE AS
to CTAS.
