Drill doesn't try to maintain this information internally.  I'd argue that the question isn't
that what Drill RPC is sending back, it is what is the best answer for these APIs given what
Drill is focused on carrying.  The simplest example is VARCHAR.  If a user casts something
to VARCHAR(20), we'll truncate the string but at the end of day, we return a VARCHAR(2147483647).
 In other words, your items 1-5 all have specific values on return from Drill.  Drill just
doesn't support the granularity of this interface.  The fix to me is to return what Drill
does, rather than enhance Drill to support this additional level of granularity.  (Yes, that
means a user doesn't have complete control over exactly what types come back.  I haven't seen
that be an issue with any customers and doubt it will be.)

[~dsbos], I suggest you propose your best guess of how we should respond to this interface
given Drill's view of the world.  I believe Drill operates using discrete values for each
of these things.
